China’s cultural development has made significant advances in the last ten years, but new issues have also emerged during the progress. And now delegates of the Chinese People’s Political Consultative Conference are freely voicing their opinions to address the various problems that have surfaced.

Chen Jianguo is a delegate of the Chinese People’s Political Consultative Conference. He is a market researcher for TV dramas in China.

A Dream of Red Mansion

He says 50% of the TV dramas that were permitted to be broadcast didn’t actually make it on air, and 90% of them have lost hope of recovering their costs. A tremendous waste in his opinion.

Chen Jianguo said "We spend about 5 billion yuan every year in making TV dramas but the total amount of work sold is only 2 billion. It’s a waste of our resources and affects the quality of our products"

Chen suggests an evaluation mechanism be put into place to screen out works that would prove unfruitful, and recognize works of value.

The pursuit of value is also taking place in the discussion about TV shows featuring cultural relics. A trend of "Price over Value" has emerged in these shows and delegates are proposing policies that emphasize spreading knowledge and appreciating relics rather than slapping price tags on them.

Su Shishu,CPPCC delegate, said "These shows are making cultural relics an object of trade and personal collection, and that’s not what relics are all about"

The delegates propose such TV shows be licensed before being permitted to air in order to better manage and improve the quality of these shows.

The two proposals are only part of a host ideas that were expressed by the delegates to direct the course of China’s future cultural development.
