Chinese President Hu Jintao attended the hand-over ceremony for China’s first aircraft carrier to be commissioned to the Chinese navy on Tuesday in Northeast China’s port city of Dalian. This is another major step in modernizing the Chinese armed forces when the rise of China is put under severe scrutiny. After the reform and opening up, upgrading China’s national defense capabilities is prioritized. But Beijing has downplayed the importance of aircraft carrier by reiterating the use of huge vessel as a training platform for prospective Chinese made aircraft carriers. Does the newly commissioned aircraft carrier target any potential rivals in the Asia Pacific region? Will our construction of blue water navy set off an expensive arms race in Asia?
