A new era, a new plan. The 12th 5-year Guideline is now center stage. So that’s why I’m in the heart of Beijing’s political hub. Tiananmen square is behind me, but I’m walking towards the Great Hall of the People. And it’s here where the Guidelines (they used to be called Plans) are put under the microscope before they become a reality.

Now the 12th 5-year Guideline’s all about how China is going to get to the next level in development. It’s huge for China but it’s also really important for the world. It’s about the economy. It’s about changing lives, progress and the planet. It’s also about the label. You’re probably wearing one right now, "Made in China". The question is, how much is the label going to change?

Over 3,000 delegates ratify the Program in the National People’s Congress. Before it arrives here, the blueprints begin at the CPC Central Committee. Then they go to the advisory upper house for further scrutiny.

The Program is a cocktail of expertise and opinion from Chinese officials, and domestic and foreign institutions.  A diverse range of voices has a chance to be heard. (13s) So who exactly had a say?
