Hong Kong Chief Executive Donald Tsang has decided not to attend the ongoing "6th Pan-Pearl River Delta Regional Co-operation and Development Forum and Trade Fair" in Fujian Province.

Instead he visited one of the seriously injured victims of the Manila hostage incident, Jason Leung, who just underwent brain surgery on Friday.

Secretary for Constitutional and Mainland Affairs, Stephen Lam, will take Tsang's place to lead the official delegation to the forum.

Tsang will still lead a 30 member strong business delegation to attend "Hong Kong in Moscow" activities in Russia from August 31st to September 2nd.

This is hoped to strengthen co-operation with Russia in trade and non-trade areas.
