The just-concluded Plenary Session of the CPC Central Committee has reviewed and approved proposals on formulating China's development plan for the next five years. "Reform" is still the major theme. It also reflects the CPC leadership's strategic thinking, as it tackles tough challenges that have emerged in recent times, and guides the nation's sustainable and healthy development.

Deeper reforms, especially those of a systematic nature, will be carried out and extended to more key areas in China over the next five years. This is probably the most important message from the four-day Plenary Session of the CPC Central Committee that concluded on Monday. And the 12th Five-Year Plan is the answer for the nation's sustainable and comprehensive development in the coming years.

The final full text has not been released yet. But the political communique publicized at the end of the session already reveals the Plan's basic framework.

The communique has made it clear that the drafting of the 12th Five-Year Plan must attach more importance to people's basic interests. It also stresses that more efforts must be made to guarantee and improve people's well-being, as well as promoting social justice and fairness. The communique also highlights that building a comprehensive and sustainable public service system, covering all walks of life, will be a key task.

Many people say they're glad to receive such a message, and are full of expectations.

A Beijing local resident said, "My father had lung cancer this year. I'm now experiencing huge pressure from the mounting medical expenses. For average people, medical expenses from serious chronic diseases are really a big burden. I hope we can get more support in this regard."

Another Beijing resident said, "I hope soaring housing prices can be curbed through the building of more affordable housing projects, and the adoption of other measures. I belong to the so-called sandwiched class. Through my own experience, housing prices have been steadily on the rise in recent years."

In order to live up to the people's expectations, the communique stresses that the most pressing task in the years ahead will be how to deepen the Reform and Opening-Up process, while accelerating the transformation of the nation's economic development pattern. Some Western economists note that the objectives of the 12th Five-Year Plan are feasible enough to realize this transformation.
