The NDRC Vice Minister Xie Zhenhua says China is facing challenges to tackle green house effect. He says as China remains a developing country, the only way out is to build green-economies and pursue the low-carbon road of development.

He also stated China's stand towards the upcoming UN climate change conference in Cancun.

NDRC Vice Minister Xie Zhenhua said, "China believes that as long as we stick to the principles of convention on climate change and follow the mandate of the Bali Roadmap, confidence will be built between various economies. China will push forward cooperation with international society to tackle climate change. China will play its role as usual to deal with emission reduction."

The Chinese government has promised to "positively explore" new ways for low-carbon development. It's seeking innovations to effectively control greenhouse gas emission and contribute to global sustainable development.

China has pledged to reduce "carbon intensity" by 40 to 45 percent by 2020, compared with 2005. The plan focuses on reducing the amount of growth in carbon dioxide emissions for each dollar of economic growth.
