Story: NPC deputies prepare motions

Drafting motions is one of the most important ways for lawmakers to exercise duty. Many NPC deputies are currently busy looking for support for their motions during the annual session. CCTV reporter Xu Zhaoqun has been looking at one delegation's motion proposals.

It's become routine for all motion draftsmen in the Shanghai delegation to explain to fellow deputies how important their motion is.

Jin Changrong, NPC Deputy, said, "Article eighteen in the Advertisement Law passed in 1995 must be amended. It's too general in prohibiting cigarette commercials. We can easily find events sponsored by cigarette producers."

Other motions include amending the Administrative Proceeding Law, and drafting a law for the collective enterprises in cities.

A motion needs at least 30 backers to become an official motion of the Annual Session.

Jia Weiping, NPC Deputy, said, "I have signed my name on the motion regarding the smoking ban. I also suggest the Annual session should be a smoke free meeting."

Zhang Quan, NPC Deputy, said, "The motion I drafted is about dealing with soil pollution left by demolished factories. I believe this is a high quality motion and will be seconded by my fellow deputies."

506 motions were raised in last year's annual session. Five hundred of them were about lawmaking or law amending.

All the motions this year have to be presented to the annual session by March 9.
