In Libya, where seven civilians have been reportedly killed by a NATO airstrike. In another development, the Libyan government has rejected a conditional ceasefire proposed by a top rebel leader.

Despite this, fighting has eased on the third day of battling between the two sides in the rebel-held city of Misrata.

The city is the last key rebel stronghold in the country's west. Elsewhere in the country's east, rebels have deployed heavy weaponry in the oil town of Brega and more rockets near the town of Ajdabiyah.

Fighting could also been seen in Uqayla. Rebels are still in control of Benghazi, Ajdabiyah and Tobruk. In Benghazi, organized defensive positions have been set up to prevent the advance of government forces.

The Libyan government rejected conditions for a truce proposed by rebel leaders, who demanded pro-Gaddafi troops withdraw from rebel-held cities.

Moussa Ibrahim, Libyan Gov't Spokesman, said, "The rebels never offered any peace, we are the ones who offered peace weeks ago, and we said we are going to talk, and let's sit down and everything. The rebels are not offering peace. If you are making impossible demands, it's a trick. If you want peace, you keep things as they are, you sit down and you negotiate. But to make impossible demands is a trick. So what they are doing is not a genuine wish for peace."
