Background of Shangri-La dialogue in Singapore

The three-day Shangri-La dialogue is one of the largest and most important security mechanism in the Asia-Pacific region. Let's find out more about its history and significance.

The Shangri-La Dialogue is an inter-governmental security forum. It's held every year by London's International Institute for Strategic Studies, and assisted by the Singaporean Defense Ministry.

The forum gets its name from the Shangri-La hotel in Singapore where it has been held since 2002.

The idea for the forum came from its current director general and chief executive, Sir John Chipman in 2001. Asia Pacific defense ministers could engage in dialogue aimed at building confidence and fostering practical security cooperation.

At present, the Shangri-La Dialogue is the only forum to gather defense ministers, permanent heads of Ministries and military chiefs of 28 major Asia-Pacific states.

Also attending are legislators, academic experts, journalists, business delegates, and non-governmental delegates. Government delegations use the opportunity for bilateral meetings with other delegations on the sidelines.

Each summit is opened by a keynote address. Traditionally, it's delivered by a prominent Singaporean figure, except for 2009 when the honor went to the Australian Prime Minister, and 2010, when it was the South Korean President.

Five plenary sessions are held across the remaining two days, where all participants are expected to attend.

The Shangri-La dialogue is still in its developing stage. But as a trust-enhancing mechanism, its very existence and development have greatly enriched the forms for multilateral cooperation. Participants are confident that it will continue to influence security cooperation in the region.
