The tenth Asia Security Summit has begun in Singapore. The summit, also known as the Shangri-La Dialogue, is one of the largest and most important multilateral meetings in Asia-Pacific.

A total of 27 countries and regions have sent delegations. At the opening, Malaysia's prime minister, Najib Razak, said that Asia should foster cooperation between the US, the world's largest military superpower, and the largest emerging nation, China, to tackle regional security issues.

Chinese defense minister Liang Guanglie is attending the summit for the first time since the summit was established ten years ago. Liang also held several bilateral meetings with defense leaders from other countries.

Liang Guanglie's presence marks the first time China is sending its highest defense official to the summit.

And he has a very busy schedule.

After his arrival in Singapore, Liang was warmly welcomed by the country's Acting Prime Minister Teo Chee Hean, who is also the nation's Defense Minister.

On the sidelines of the Dialogue, Liang met his US counterpart Robert Gates.

It's a shared vision of both sides to keep relations between the two militaries stable and healthy, especially at a time of complex and deep changes in the international and regional security situation.

Liang also said China and the US should boost practical cooperation in defense and security, starting by gradually boosting dialogue under various mechanisms. That includes the exchanges in professional areas, cooperation in anti-piracy, humanitarian rescue and relief.

With Gates retiring in June, he noted that his successors will continue to push forward the bilateral ties.

Liang also held bilateral meetings with India's Minister of State for Defense Pallam Raju. Both leaders agreed to push forward relations between the two militaries.

Liang said that China and India share interests and concerns on many international issues as well as those related to their social and economic development. The two countries should pursue more common interests, expand cooperation, and handle their differences and sensitive issues properly.

During Liang's meeting with his Vietnamese counterpart Phung Quang Thanh, Liang said it's in the fundamental and long-term interests of both nations to maintain and grow the bilateral ties, which is also necessary for pushing forward their socialist development cause.

China is willing to continue its all-round exchanges with Vietnam's military and push forward the pragmatic cooperation under the mechanism of the ASEAN Defense Ministers' Meeting Plus.

Phung spoke highly of Liang's first participation in the Shangri-La Dialogue, saying that it shows the important role China plays in regional security cooperation.

On Sunday morning, Liang will deliver a key-note address on China's International Security and Cooperation. He's also expected to deliberate on China's defense policies in promoting regional security and cooperation, and building a harmonious Asia Pacific region.
