20th Int'l Day for people with disabilities

Dec. 3rd this year marks the 20th International Day for People with Disabilities, with the annual theme of seeking more involvement by the disabled in the process of development.

Observance of the Day provides opportunities for participation by all stakeholders, including government, the UN system and society, to focus on issues related to the inclusion of the disabled in development.

The International Day for People with Disabilities was established by the UN in 1992.The international observance aims to promote understanding of disability issues and mobilize support of the dignity, rights and well-being of the disabled.

Each year the day focuses on a different issue. For this year, the theme is "Together for a better world for all: including persons with disabilities in development".

Currently, persons with disabilities makes up about 15% of the world’s population, and almost one-fifth of that number are living with significant difficulties.

A quarter of the global population is directly affected by disability, as care-givers or family members.

Domestically speaking, there are over 80 million people in China living with disabilities; over 60 million of that number live in rural areas.

As of the end of 2010, which marks the end of the eleventh five year plan, nearly 11 million persons with disabilities lived with an annual income below 12 hundred yuan. Under the new poverty line of 23 hundred yuan, over 30 million disabled people in rural areas are poverty-stricken.

Therefore, for the twelfth five year plan, China has made it the focus to improve the well-being of the disabled people living in rural areas. The main objective is to improve the social insurance and service system for the disabled. The government will offer more subsidies and increased allowances for eligible recipients. More services and projects will also be available to help the disabled with their personal development.
