Two years after the devastating earthquake, Haiti is still struggling with a massive reconstruction. Now, the government and the European Union have signed an agreement for building a national highway. The EU will spend 40.7 million euros, or some 52 million US dollars, on the project. The fund is part of the EU commitment in strengthening Haiti’s infrastructure.

With the signing of the deal, the project was launched on Wednesday.

The first phase is paving a dirt national highway linking the capital with the country’s second largest city.

The new road will cut the travel time between the two cities by half.

Head of EU delegation to Haiti Carlo de Filippi said: "Today, we signed an agreement for the restoration of National Route Three, which connects Hinche to St. Raphael, which will be built by the company Elsamex."

Organizers hope the highway will improve commerce between the north and the capital.

Haitian public works minister Jacques Rousseau said: "This road will connect the city in the center to one in the north that is 25 kilometers away."

The January 12th earthquake in 2010 killed over 300-thousand people and left a million more homeless.

The international community has pledged a total of 10 billion US dollars in aid.

Half of the amount is requested to rebuild infrastructure.
