A US State Department special envoy has played down Russia’s warning. Ellen Tauscher says Washington understands Moscow’s concerns, and thinks the Russians are just showing what could happen.

Ellen Tauscher, special US envoy for strategic stability, said, "Much of the conversation that we’ve had with different members of the Russian inter-agency is about a characterization of limiting the system and we cannot agree to that. We can’t agree to that for the obvious reasons. We’re never going to limit our ability to protect ourselves, our allies, our forward-deployed troops and American assets, no matter where they’re deployed. So we’ve made that very, very clear."

The US government tried to ease tensions with Russia in 2009. It said it would revamp an earlier Bush-era plan to emphasize shorter-range interceptor missiles. Russia initially welcomed that move. But more recently it’s suggested the new interceptors could threaten its missiles.
