Japan considers joint development of northern islands with Russia

The northern islands dispute between Japan and Russia is expected to emerge as a prominent issue during Japanese Foreign Minister Koichiro Gemba’s visit to Russia. This time, the top Japanese diplomat seems to be willing to discuss the possibility of joint development with Russia, in the hope of solving the decades-long issue.

Gemba is among the first Japanese politicians to openly express Japan might accept Russia’s proposal to jointly develop the 4 islands. But he has also made it clear that any cooperation has to be in line with Japan’s official stance. He says the issue is being studied in detail.

Gemba also says he will seek to achieve an atmosphere of mutual trust during his visit. Japan calls the islands its northern territories, while Russia regards them as the Kuril islands. The dispute has clouded relations between Moscow and Tokyo for decades.
