China’s New Rural Cooperative Medical Care system is a health insurance scheme for rural residents. It has now been in place for 10 years and is by far the world’s largest state subsidized micro-insurance system. Our reporter Xia Ruixue went to Changyang County in central China’s Hubei province, the first county to carry out the scheme, to see how the system has worked there in the past decade.

77 year-old Zeng Fanqing has suffered from rheumatism for 26 years. On Monday, he went to see the doctor in the local healthcare center as usual. As a member of the New Rural Cooperative Medical Scheme, he comes armed with his card each time.

Zeng Fanqing, Changyang, Hubei Province, said, "I joined the medical scheme 5 years ago. Thanks to it, both my outpatient costs and inpatient expenses have been reimbursed. And this card records all the information of my previous diagnosis. Very convenient for me."

After seeing the doctor, a nurse records the prescriptions and their prices on his card. Zeng was given a 30% reimbursement this time.

Then he received his treatment like other patients.

Zeng Fanqing, said, "The amount of reimbursement depends on the money that we pay into the pool. I hope more people can join the scheme so that everyone will get more reimbursed when they get sick."

Changyang was one of the five pilot counties in the country to start the scheme in 2003. Wang Xuesheng, who led implementation of the scheme and who reported back to state leaders twice, knows the progress Changyang has made in the past decade .

Wang Xuesheng, Director of Changyang Health Bureau, said, "Since 2003, the amount of people involved in the medical scheme has risen from 66% to 99.3% in Changyang county. As of this June, over 78% of in-patient reimbursement have been given to them. We have created the Changyang model. "

"For the past decade, medical security schemes for rural residents have already benefited 97.5 percent of Chinese farmers. That’s over 832 million people. The New Rural Cooperative Medical Scheme now has the largest coverage in the world. "

In recent years, the scheme has been covering more and more in-patient diseases. Uraemia is one of them. It is dreaded for the long diagonsis and extremely huge expenses, a nightmare for the average rural family to afford.

Uraemian Patient, Changyang, Hubei Province, said, "The medical scheme covers only a part of my in-patient expenses, such as some dialysis costs. But I still think it relieves much burden off of my family. I hope it will cover more in the future. "

The medical scheme for farmers and rural residents has become one of the key elements of the social protection floor in China. It aims to cover 90 percent of the population in regions under the national poverty line by 2015. Giving more people benefits.
