Han Changfu on China's rural land reforms, food safety

China's Minister of Agriculture Han Changfu took questions from the press this morning, on China's agricultural development, questions that ranged from improving food safety and security to the implementation of farming subsidies.

The Minister says the government is determined to ensure the adequate supply of grain, to maintain China's self sufficiency and to meet 2020 grain production targets, to ensure its food security and will keep 1.8 billion acres of arable land unwavering.

As for the safety of agricultural products, Han says there is still room for improvement. He admits that government supervision should be strengthened and also points out that the lack of scale production adds to the problem.

The Minister says in 2014, government subsidies for agricultural production will be increased by 10 percent and that the government will strive to make sure that the money really goes to the farmers’ hands. While answering questions about genetically-engineered products, Han says China is stepping up efforts in related research and has established laws and regulations on the sale, import, and production of such goods.

"So far, our government has approved the production of genetically engineered cotton and pawpaw. We have not given permission to the commercial production of any genetically engineered goods. We are making every decision based on scientific research and in accordance to related law. Any experiment production, research of such goods are expected to go through a very strict review. And we will give severe punishment to any companies or local governments who violate our laws and regulations." Han said.
