On to the Philippines Benigno Aquino the Third looks certain for a clear victory, in the Presidential elections this based on most of the votes that have been counted. However, the front-runner says the race is not over until all results are declared.

It's all but over. Most of his rivals for the presidency have conceded to Noynoy Aquino.

Sen Manuel Villar, Presidential Candidate, said, "I congratulate on his victory. "

With majority of polling precincts reporting election results, tonight, Aquino stands as the clear successor to the highest post in the land.

Leah Navarro, Aquino Campaign Spokesperson, said, "It's like waking up from a bad dream."

But Aquino himself is refraining from making any statements as an apparent president, saying the counting is not finished.

"Whether or not Auino enjoys a wide lead, Congress will still have to convene to declare the next president. For now, Aquino's camp is preparing a team to ensure a smooth transition in time for the inauguration of the 15th president of the republic. "
