Russia has called for a meeting between itself, Iran, the United States, and the IAEA, to discuss nuclear fuel delivery for the Islamic Republic's medical reactor.

Sergei Lavrov, Russia's Foreign Minister, did not elaborate on the nature of Monday's proposed discussions, but added that the international community should make sure that Tehran's nuclear program is peaceful.

Iranian President Mahmoud Ahmadinejad said earlier in the day that his country would not resume talks until late August. He says the decision will punish Western powers, in order to teach them how to conduct dialogue with other nations.

The European Union and US Congress followed up with new punishing measures of their own, to discourage the Iranian government from continuing its uranium enrichment program.
