Peru has celebrated 189 years of independence from Spain with a parade led by President Alan Garcia in downtown Lima.
Garcia delivered the State of the Union address before members of congress following the day's major public events. It was Garcia's last state of the Union address before he hands over the presidency in 2011.
Among the topics Garcia addressed was the country's fight against terrorism. He noted that Peru would not pay any reparations to those people convicted of terrorist acts.
Earlier the Inter-American Court of Human Rights ordered Peru to pay reparations to several people sentenced for terrorist acts in the 1980 to 2000 internal war in the country.
Instead, Garcia said any funds would be deducted from money that is owed to the state for legal fees.
