Torrential rain is continuing to cause havoc in Jilin Province. The provincial government says as of Tuesday, nearly 5 million people have been affected by the disaster, with 145 declared dead or missing. More rains are forecast to hit in the next 24 hours.

Water levels on the Second Songhua River have surged above the alert line, and several counties are submerged. The Feng Man Reservoir is also at dangerous levels. It's currently discharging water at a rate of 4-thousand cubic meters per second, ahead of the next round of rainfall. At least 28 reservoirs have managed to prevent serious flooding by also discharging water.

But mechanisms at some smaller reservoirs have stopped functioning, resulting in water gushing into surrounding areas. More than 300-thousand people have been mobilized for the relief efforts.
