Obama to deliver speech on US troops withdrawal from Iraq

US President Barack Obama will deliver a speech Tuesday evening on the withdrawal of US troops from Iraq.

The White House says the removal of all but 50,000 US soldiers and the declaration of the end to the combat phase shows Obama is fulfilling a campaign promise he made in 2008.

As Obama prepared to deliver his speech, US Vice President Joe Biden flew into Iraq on Monday to assure Iraqis the United States is not abandoning them. And that their transition in the country would be smooth. The US ends its combat operations in Iraq later Tuesday, August the 31st. The 50,000 remaining troops will provide training and other forms of support to Iraq's security forces.
