French Foreign Minister Bernard Kouchner met on Sunday with Haitian president Rene Preval in Port-au-Prince. The minister delivered the second instalment of French aid for Haiti.

Kouchner says France has pledged 10 million euros to the Haitian government, 5 million of which has already been deposited, and the rest to arrive in the upcoming days.

Kouchner says he understands the Haitian people's need to "take charge of their own affairs", but in order to do so they need to participate in the November elections.

Bernard Kouchner, French Foreign Minister, said, "I understand their need to take charge of their own affairs. The sooner that happens the sooner the international community will leave and the better it would be. That will mean Haitians take responsibility but to have that they must participate in the elections."
