UN Secretary-General Ban Ki-moon says world leaders cannot balance budgets on the backs of the poor, as a means of recovering from the recent global economic crisis.

The statement came as Ban addressed an informal meeting of the UN General Assembly, ahead of next month's G20 summit in Seoul. Ban urged the international community to avoid creating more burden for people struggling against poverty.

He stressed the importance of avoiding short-term fiscal consolidation, which he fears could tip the world economy into another downturn.

Meanwhile, Ban lauded the spirit of "inclusive global governance" displayed at last month's high-level summit on the Millennium Development Goals.

The secretary-general also called for greater investment and research into innovative means of financing development, and making renewable energy affordable.
