Cambodia where the death toll from Monday's stampede in the capital Phnom Penh has surged to 456. A preliminary investigation has found the stampede broke out after people celebrating the Water Festival became panicked by its sudden swaying.

Touch Narota, Phnom Penh Police Commander, said, "The bridge swayed from side-to-side. This can be detected with only five or ten people on the bridge. So when thousands were on the bridge and they felt it sway, they became panicked and started to run over each other."

Thousands of Cambodians came to the capital to light candles and make offerings in memory of victims. Prime Minister Hun Sen has declared Thursday a day of national mourning. He described the stampede as the biggest tragedy to beset the country since the Khmer Rouge regime. A Buddhist stupa will be built to commemorate the dead.
