Russian Duma backs new START treaty

Russia's parliament has taken a big step towards approving a landmark arms limitation treaty with the US. But, lawmakers emphasized that Russia could withdraw from the pact, if it felt threatened, by military provocation from the west.

The State Duma, overwhelmingly backed the New START treaty, after amending its ratification bill, to emphasize Russia's interpretations of key issues. Now Moscow said the US Senate "distorted" the interpretation when it approved the pact.

The New START treaty, will commit the two countries to ceilings of 1,550 warheads on deployed strategic missiles and bombers within seven years. Russia's Duma, is expected to give the treaty its final backing on Jan. 25th.

Approval by the upper parliament house -- the last step before Russia and the United States exchange documents putting the pact into force -- could come at the end of this month.
