Negotiators from Iran and the five permanent members of the UN Security Council, plus Germany have arrived in Istanbul for two-day talks, to discuss Tehran's uranium enrichment programme.

Expectations on achieving a major breakthrough over its nuclear issue are seen as, high ahead of the meeting.

Iran's chief nuclear negotiator Saeed Jalili and delegates from the US, China, Russia, France, Britain and Germany have arrived in Istanbul for the second round of talks over his country's nuclear activities.

Expectations are high among some delegates.

Wu Hailong, Chinese Asst. Foreign Minister, said, "The talks are aimed at solving issues pending last time. We're optimistic about the nuclear talks. We'll try to reach consensus during the discussions."

Both Iran and other delegates have indicated a willingness to resume talks about plans to swap nuclear fuel.

Amir Mousavi, Political Analyst, said, "If the West does not insist on bringing up the nuclear issue as the first issue, I think good agreements can be reached. The Islamic republic of Iran is willing to raise the regional issues, international terrorism, oil price and its stability as well as improving world economic situation. If they start with these issues Iran will show a very good cooperation in this case and other cases."

However, western governments suspect Iran is secretly developing nuclear weapons technology.Tehran, however, insists its nuclear program is only to provide fuel for a network of power plants, meaning it can export more of its vast oil and gas reserves.
