Delegates to the Iran nuclear talks have begun meeting in the Turkish city of Istanbul, with reports trickling out that their differences may be narrowing.

One Iranian representative says ... the current discussions are more positive than last month's gathering in Geneva. He adds that the gap is narrowing between his country and the other participants while saying the willingness to be flexible shown by Iran's negotiating partners will move the talks forward.

He also revealed the five UN Security Council members, plus Germany, agree that sanctions are ineffective. Iran is currently subject to four sets of UN Security Council resolutions over its nuclear program. The nation's leaders went to Turkey warning they were in no mood to compromise.
