NDRC press conference outlines China's 12th "Five-Year Plan"

The fourth session of the 11th National People's Congress held a press conference to outline China's 12th "Five-Year Plan." The Minister for the "National Development and Reform Commission," Zhang Ping, attended Sunday's briefing, along with Vice Ministers Zhu Zhixin and Xu Xianping.

China's 12th Five-Year Plan has several defining features, according to speakers at the conference. The new plan adheres to the concept of scientific development and continued transformation of the economic growth pattern. Zhang Ping outlined his views on the balance between economic growth and the public well-being.

Zhang Ping said, "In establishing the 12th Five-Year Plan, we have conducted a lot of research into social imbalance, disharmony, and unsustainability. We hope to resolve the problems in the process of development, reform, and opening up. These are the main targets of the 12th Five-Year Plan. But the most prominent one is to adhere to the concept of scientific development, while following a path of transforming the pattern of economic development."

Vice Minister Zhu Zhixin stressed that, during the past 5 years, China's achievement had been gained step by step.

Zhang Ping said, "Over the past five years, we gave priority to economic growth. This was important in terms of solving people's basic needs. But now our economy has improved significantly. On this basis, we will shift our priority towards improving people's lives. The 12th Five-Year Plan has clear targets on issues such as employment, public services, medical care, education, and social security."

The draft of China's 12th Five-Year Plan is currently under discussion at the National People's Congress session.

Deputy of National People’s Congress, said, "The draft of 12th Five-Year Plan also focuses on education reforms. This is a very important part of the government's work."

He said, "The part that most impressed me is the adherence to the concept of scientific development and transformation of economic growth pattern, as well as innovation."
