Japan tightens nuclear infrastructure

Japan's government has ordered 13 nuclear plant operators to check external power links, in a bid to avoid Fukushima-style system failures elsewhere. The operators -- including TEPCO -- are to report back by May 16th.

The move comes as TEPCO begins dumping sandbags into the sea, in an effort to limit the damage caused by its leaking power plant.

The bags contain Zeolite, a mineral which absorbs radioactive cesium. TEPCO has also released video footage, showing a water sample collecting vessel being lowered into reactor number 4.

Meanwhile, Japan's Nuclear and Industrial Safety Agency says a new plan for cooling reactor Number-2 may be needed.

The agency says there is likely to be a hole in the reactor's suppression unit, and tests will need to be carried out , to determine whether the fuel rods are emitting radiation.
