The Libyan government says it is ready to discuss a peaceful resolution with all parties in the country, but only when NATO ceases its air bombing campaign.

Government spokesman Moussa Irahim made the statement a day after African Union leaders offered to host immediate talks for a ceasefire and a process of transition towards democracy. But the rebels' National Transitional Council dismisses the AU proposal as unsatisfactory, given the proposal does not outline a clear exit strategy for Gaddafi to leave.

Moussa Ibrahim, Libyan Gov't Spokesman, said, "We are for peace and democracy in Libya. We are the only party that signed the African road map months ago. We have been saying for months now that we will talk to all parties and we will sit down to find a peaceful resolution or solution for this crisis. I'm sure you agree with me, you can't have a productive dialogue under the umbrella of rockets and bombs. You have to stop hostilities, bombardments, all parties announce a ceasefire and then we have a way to implement and enforce the ceasefire."

Abdel Hafiz Ghoga, Spokesman, National Transitional Council, said, "As long as the African Union proposal does not include a clear clause stating that Gaddafi will step down and will resign from all his duties, we will not approve of it. This is because it does not satisfy the demands of our revolution."
