Expert: Japan's allegations in defense white paper baseless

The latest Japanese Defense Paper says China was holding a "high pressure position" on disputes with its neighboring countries, citing the last year's boat collisions. Yin Zhuo, a Chinese military expert, tells us why he believes these allegations are baseless.

Japan's new defense paper says China is modernizing both its air and naval forces and expanding its maritime presence.

As an example, it cites an incident involving a Chinese fleet passing through the Pacific Ocean between Okinawa and Miyako Island on its way to a deployment.

But Chinese Military expert Yin Zhuo says the waterway is an international navigation route and, for China, it's only a routine annual drill.

Military expert Yi Zhuo said, "The width of the waterway is 200 kilometers. Its an international navigation route where any fleet can sail freely. International law says submarines can also pass through without floating to the surface. It's worrying that Japan is now using those waterways to monitor and listen for ships and submarines that pass by. Japan is the one seeking sea dominance, not China."

Another example the Defense Paper gives is that planes from China's Oceanic Administration approached abnormally close to a corvette attached to Japan's Self Defense Forces. Yin Zhuo explains.

Military expert Yi Zhuo said, "Our non-military plane got close to the Japanese ship to observe it with the naked eye, that's the most basic simple procedure for identifying an object at sea. It's not at all a threat. But the defense paper fails to mention that the Japanese Self Defense Forces warship, equipped with missiles, was following our surveillance ships so close that our safe sailing was affected. "

Japan's Kyodo news says vigilance over China's expanding arsenal is everywhere in the defense paper. The paper also highlights disputes over the South China Sea between China and some of ASEAN countries.

Yi Zhuo said, "It's clear that Japan's Defense Paper is re-heating the 'China Threat Theory'. The ten-year-long economic stagnation and the devastating tsunami are draining money out of the country. The defense department's goal is to keep its share of the budget from tightening government spending."

Yin also says Japan should understand that the best defense strategy is to be friends with your neighbors, instead of being their enemy.
