Russian Foreign Minister Sergei Lavrov says Syrian government forces and opposition groups should both end the fighting simultaneously and withdraw from their positions. He also suggested that international monitors should be deployed in Syria to ensure each side observes any such ceasefire.

His comments follow talks with US Secretary of State Hillary Clinton at the UN on Monday where the two sides clashed on a common approach to end the violence.

Russian Foreign Minister Sergei Lavrov speaks during a meeting of the Arab League at
their headquarters in Cairo.

Lavrov dismissed some Western demands that Assad’s government forces should withdraw first, insisting both sides must be treated equally.

Sergei Lavrov said: "The aim is to make both sides realize they will be monitored by independent observers. The observers will record whether the ceasefire is implemented or not, and in what degree. It must be conducted simultaneously on both sides. There should be no occasion when the government is told to pull out of cities and villages, but no such demands are made to armed groups."
