The Syrian government has begun implementing parts of the UN-brokered peace plan, but that elements of it have not been accepted by the opposition. That's according to Russia's Foreign Minister Sergey Lavrov, who has been holding talks with his Syrian counterpart Walid al-Moualem in Moscow.

The announcement comes one day ahead of the deadline for the UN-brokered ceasefire. Russia has stated its full support for international envoy Kofi Annan's peace plan and has reinforced its stance that a political solution is the best option to end the Syrian crisis. Russia has also said it does not rule out the possibility of sending observers to Syria as part of a UN mission.
