The White House has said a new international approach may be needed for Syria if a U.N.-backed peace plan fails. It accused President Bashar al-Assad of making "no effort" to implement it so far.

Jay Carney, White House Spokesman, said, "Now, we continue to hope that the Annan plan succeeds and we are working to support it in every way possible. However, it is clear and we will not deny that the plan has not been succeeding thus far and the regime has made no effort to take any of the steps required under the Anna plan, including moving toward implementing a full ceasefire.
