French Foreign Minister, Laurent Fabius, says any action the international community takes on Syria must have U.N. authorization.

Fabius made the remark after meeting his German counterpart, Guido Westerwelle, in Berlin on Monday. He said no permanent solution is possible while Syrian President Bashar al-Assad remains in power. He made no direct comment when asked if France's stance differed from Germany's on whether military force should be used. Germany opposes the use of military force, but has been pushing for Russia to support U.N. Security Council sanctions.

Guido Westerwelle, German Foreign Minister, said, "We want a political solution, and we believe that the implementation of Kofi Annan's plan is hard but is the best basis for a political solution. We will try to reach a solution within the framework of international cooperation."
