Exclusive interview: Hong Kong keeps open and free under unique system

The handover of Hong Kong from Britain brought doubts and questions 15 years ago. China has promised a considerable amount of autonomy for the new Special Administrative Region. Today, many in Hong Kong believe that the “One Country, Two Systems” policy can work.

She was the first President of the Legislature of the Hong Kong Special Administrative Region. She was there when the principle of “One Country, Two Systems” became a reality.

Today, Rita Fan Hsu Lai-tai remains active in politics and travels back and forth to Beijing, as a member of the Standing Committee of the National People’s Congress.

Rita Fan Hsu Lai-tai was the first President of the Legislature of the
Hong Kong Special Administrative Region. She was there when the principle
of “One Country, Two Systems” became a reality.

She says the biggest success for Hong Kong in the past 15 years is its enduring tradition of openness and freedom.

Rita Fan Hsu Lai-tai says, "In 1997, when the Basic Law was first implemented, the legislature was formed, people was still doubtful—whether the Basic Law will be implemented in full. Today I think people generally accepted what is in the Basic Law was adhered to."

Ms. Fan likes to hear the opinions of the people, and pass on suggestions to the central government. She says she still clearly recalls the honor and commitment on stage fifteen years ago. She was quite confident back then, when for people in Hong Kong, the most important question was what life would be like after the new dawn.

Hou Na from Hong Kong says, "Every morning, since July 1st, 1997, the flag raising ceremony has been a vivid reminder of the historic change that occurred with the handover from Britain. Over the past 15 years, the people of Hong Kong, have taken different paths in their lives. And the city they call home continues to be dynamic and full of life."

Vibrant, stylish, energetic, many of the city’s residents have come from all over the world, and here, they choose to put in a solid day’s work to live a solid, stable life.

That’s probably the best answer to the big question in 1997.

The regional flag has now been flying side by side with flag of the People’s Republic of China for fifteen years. It symbolizes the unique concepts and implementation of “One Country, Two Systems.”

Rita Fan Hsu Lai-tai says, "Now we are at a new platform, that platform was given to us by the 12th 5-Year Plan. The cooperation between Hong Kong, Macao and Guangdong Province. The three regions can join hands and become competitive in the international arena of trade, commerce and financial services. "

Ms. Fan enjoys her role as a bridge between Hong Kong and the Mainland. She sees herself as a representative of the success of One Country, Two Systems.

And she looks forward, with the central government’s firm support, to Hong Kong’s continuing to beat expectations in the years to come.
