UN and Arab-League special envoy Kofi Annan has discussed the Syrian conflict with Russia’s Foreign Minister, Sergei Lavrov in Moscow. Lavrov said that the threat of sanctions against Syria in new UN resolutions contain elements of blackmail. He urged Russia’s partners on the Security Council to support Moscow’s own resolution.

Sergei Lavrov said, "We trust the monitors to coordinate a specific plan to reach a settlement between the warring parties. We have shaped our proposal, even though our partners in Geneva didn’t back it. We are convinced it is reasonable and viable and it is in the draft UN Security Council resolution, which was sponsored by Russia. We aim to fully implement the Geneva decision, and extend the UN monitoring mission for three months."
