UN to vote new Syria draft resolution

The UN will soon vote on a new Syria draft resolution. Russia and Britain have circulated rival texts for a new Security Council resolution addressing the future of the UN observer force in Syria.

The key stumbling block is that Russia has said it will veto any Chapter 7 resolution, but security council diplomats have said there IS still a possibility of last-minute negotiations.

But Britain, the US, France, Germany and Portugal have said they're tied to Chapter 7 of the UN Charter. Russian and European allies also take different political stances on resolving the Syrian crisis.

Russia said in its draft resolution that it welcomes the Final Communique adopted at the Action Group for Syria ministerial meeting in Geneva on June 30th. But European allies say in their draft texts that they welcome the National Compact and Joint Political Vision for the Features of the Transitional Phase as approved by the Syrian Opposition Conference.

The conference was held under the auspices of the League of Arab States in Cairo on July 3rd. The third major difference between these two draft texts is in regards to the UN observers' mission.

Russia decided to extend the mandate of the UN Supervision Mission in Syria for a period of three months, but European allies countered with a draft resolution to extend the mission for just 45 days.
