Egypt’s new prime minister Hisham Kandil will be asked to form a government, which will be tasked with turning the country’s economy and security situation around, after 17 months of instability and protests.

The question is whether Kandil and President Mohamed Morsi will be able to name the heads of key ministries overseeing foreign relations, state budgets and security forces. Kandil spoke on the issue at a news briefing on Tuesday.

Hisham Kandi said, "Concerning the criteria for forming the government and choosing the ministers, it is first and foremost going to be a technocratic government. There is going to be some equilibrium (ministers from different political backgrounds) that we should take into consideration, but I assure you the capability of the person is the main factor that we will depend on for our choice."
