With the latest draft resolution on Syria written by Saudi Arabia, The revised Saudi draft dropped the original demand for Syrian President Bashar al-Assad to step down and no longer demands further sanctions on the country. The draft calls for a political transition and the establishment of a democratic government in Syria. If passed, the non-binding resolution would condemn the Assad government’s use of heavy weapons in the fight against rebel forces. It also blames the Security Council's failure to agree on measures to stop the violence.

The vote comes just one day after Kofi Annan announced his resignation as UN-Arab League envoy to Syria. Russia has opposed the resolution saying it is "extremely unbalanced and one-sided". Moscow said the draft put the entire responsibility for the crisis on the Syrian authorities and does not mention requirements for the armed opposition.
