Tropical Storm Isaac has strengthened as it spun toward the Dominican Republic and Haiti.

It threatens to bring punishing rains but is unlikely to gain enough steam to strike as a hurricane. Local forecasters say they expect the storm to dump up to 31 centimeters of rain through Saturday, causing possible flooding and landslides. In the Dominican Republic, residents in the town of Paraiso, were already seeing heavy rains and gusty winds moving through.

According to the Hurricane Center, Isaac was centred about 215 kilometres south-southeast of Port-au-Prince, the Haitian capital, on Friday afternoon. Its maximum wind speed was holding steady at 95 kilometres per hour and it was moving west at 22 kilometers per hour.
