China proposes 4-point plan for Syria

Chinese Foreign Minister Yang Jiechi has elaborated on China’s new 4-point proposal on a political resolution to the Syrian conflict during a meeting with visiting UN-Arab League Joint Special Envoy Lakhdar Brahimi. He’s urging all parties in Syria to end the violence and begin political transition at an early date.

To help the political settlement of the Syrian crisis, China proposes the following:

First, relevant parties in Syria should strive to stop fighting and violence, and cooperate with the mediation efforts of Brahimi. Relevant parties should strive toward a ceasefire region by region or phase by phase.

Second, relevant parties in Syria should appoint empowered representatives. With the help of Brahimi and the international community, they can formulate a roadmap of political transition through consultation; establish a transitional broadly representative governing body.

Third, the international community should support Brahimi’s mediation efforts to make real progress in implementing the communique of the Geneva meeting’s Action Group for Syria, Kofi Annan’s six-point plan and relevant Security Council resolutions.

Fourth, relevant parties should take concrete steps to ease the humanitarian crisis in Syria.

The international community should increase humanitarian assistance to the Syrian people and ensure proper resettlement of refugees beyond the Syrian border.
