China issues 4-point plan for Syria

China has issued a four-point plan to end the crisis in Syria. It involves a phase-by-phase, region-by-region ceasefire and the establishment of a transitional broadly representative governing body.

Hong Lei, spokesman of Chinese Foreign Ministry, said, "The proposals we put forward this time are an important continuity of China’s consistent efforts to push for a political solution to the Syria issue. The specific constructive suggestions in the proposal such as a phase-by-phase and region-by-region ceasefire, and establishing a transitional governing body, are made by China based on the latest situation. Kofi Annan’s six-point plan, relevant United Nations Security Council resolutions, and the communiqu of the Geneva foreign ministers’ meeting of the Action Group for Syria. The international community should fully cooperate with and support envoy Brahimi’s mediation efforts with a more intense sense of urgency and responsibility and make real progress."
