The 18th CPC National Congress has made ’Scientific Outlook on Development’ the party’s long term guiding principle. Delegates attending the congress have expressed their understanding of the principle.

Wei Minzhou, Party Secretary of Xi’an City, Shaanxi, said, "Because of the implementation of the Scientific Outlook on Development, China has achieved an 11.5 % annual production growth on average over the past decade. China has contributed more than 20% to the growth of the world economy. The achievements have been made during a downturn in the global economy."

Wang Huizhong, Party Secretary of Ningbo City

Wang Huizhong, Party Secretary of Ningbo City, Zhejiang, said, "General Secretary Hu Jintao said in the report that China should build itself into a maritime power and increase the capability to explore maritime resources. We will make developing maritime economy our biggest opportunity, set up a core demo region of maritime economy, and build a more powerful maritime economy."

Xu Heyi, President of BAIC Motor

Xu Heyi, President of BAIC Motor, said, "I think it’s of great significance to promote the restructuring of the economy, and gradually improve State owned Enterprises’ vitality, management and influence. I think the target of improving enterprises’ internationalised management systems and fostering world class enterprises is very important."
