CPPCC exercises advisory, supervisory function in state affairs

Every spring, important political decisions are made during "Liang Hui", literally, the "Two Sessions". One of them is held by the Chinese People’s Political Consultative Conference, or the CPPCC, China’s top political advisory body.

CPPCC members come from the Communist Party of China, eight other parties, individuals without party affiliation, eight major organizations, all ethnic groups and five major religious groups.

Its members also come from the Hong Kong and Macao Special Administrative Regions, the Taiwan region, returned overseas Chinese, and a wide cross-section of society.

The main function of the CPPCC is to exercise political consultation, democratic supervision and participate in the discussion and the handling of state affairs.

Its political consultation covers major principles and policies proposed by the central and local governments. It also extends to matters of importance concerning political, economic, cultural and social affairs.

The CPPCC conducts consultations before policy decisions are made. The National People’s Congress votes on policy decisions after the consultations are finished.
