Q9: Let's look to the future, the future of Shanghai. The central government has established Shanghai should become a four centers of international excellence, in finance, in trade, in shipping, in general economics. How do you see Shanghai developing in these four centers of excellence, particularly in the line of the need for industrial transformation of all the China?

A: It's very difficult to expand the traditional industries. Shanghai's iron-works are still doing that, but in view of environmental protection, this is not to be desired. So it's a pressing issue for Shanghai to change the mode of its development. While other provinces are still meditating on this possibility, Shanghai has put it into practice. A modern service sector needs a rational legal environment, tax revenue environment and supervision environment. This is not a problem that can easily be resolved by attracting foreign investment. It requires systematic innovation. It's buy no means easy. As for our advanced manufacturing industry, we shouldn't improve it in terms of scale, but rather in terms of quality. As we all know, Shanghai produces commercial jets. We have a research center and assembly factory. But making commercial jets that are truly competitive is not a dream that can be achieved overnight. It will be a long and arduous process.
